1. Policies, regulations and action plans in developed countries related with SMM/SRM We collected and compiled the main reasons, goals, frameworks and measures for promotion and implementation of sustainable material management/ sustainable resources management (SMM/SRM)in OECD, EU, Japan and Holland. We’ve learned the differences in terms of the scopes, goals, strategies and measures of waste management and SMM in the above organizations and countries. Useful informations are provided to Taiwan EPA. 2.Information system and assessment tools case studies: The first case is EW-MFA indicator system which has been found useful in monitoring overall input, output, and balance of material flow associated to the economy. The second case highlights the environmental impacts induced by material consumption. The result also unveils the opportunities in decoupling economic growth and resources depletion. The third case is to take the work done by US EPA which examines the SRM policy relevancies for a wide variety of raw materials, products, and services. The prioritized strategies under “life cycle material management” can refer to the rankings of raw materials, product and services. 3. A Draft Plan of Resource Cycling Policy We’ve compared and analyzed the information related to SMM/SRM in the domestic and foreign policies. Considering domestic planning, we’ve provided a prospective draft plan of Resource Cycling Policy for Taiwan, including the scope, goal, strategies and measures. (1)Vision:resource recycling and preserve nature resources (2)Objective of resource management:The objective should be resources, including the waste. Wastes, materials and products with statistics can be the objectives of the policy in short term and other nature resources should be included in long term. (2)Goals of the Resource Cycling Policy:The maximization of resource efficiency and minimization of environmental impacts (3)Strategies in different life cycle phases: (A) The obtainment and utilization of raw material phase: learn the supply and demands of domestic resources, set up resource management mechanism, increase resource availability and resource productivity. (B) The product design and manufacturing phase: reduce the usage of (hazardous) material, promote environmental design, strengthen supply chain management and promote green factories. (C) The product consumption and usage phase: strengthen environmental products certification system, encourage green purchase, develop green products’ supply and demands channels and promote green trade. (D) The recycling and disposal of used product/waste phase: promote resource reduction and recycling, draft criterion to identify the end of waste, innovate venous industrial technology and harmonize different measures to manage environmental mediums.
